Ping Lacson’s Challenge

“Under the pork barrel system, the government perpetuates corruption which effectively diverts the resources of government. This denies the people the basic services they need. While pork barrel is named the Priority Development Assistance Fund (PDAF), there is no development, especially in the remote communities of the country,” Lacson said. It takes a “lot of political will” on the part of President Duterte to stay away from the pork barrel. It takes an “honest and trustworthy technical advisers who inform the President of the existence of pork.”




Diokno: No Pork in 2017 Budget

It would take a “lot of political will” on the part of President Duterte to do away with pork barrel, Lacson said, just as it would take “honest and trustworthy technical advisers who would inform the President of the presence of pork.”




Like a Pork Barrel but Different System to avoid Corruption

Diokno explains that the budget allocated to congressmen for their constituents’ budget may be similar to thePriority Development Assistance Fund (PDAF) or pork barrel fund. However. the infrastructure allocation is not based on per congressman and senator. There is no PDAF in the 2017 budget. Representatives may request for projects based on the needs of their constituents. It’s just proper to give them funds as needed. The rumored 80 to 100 million budget is not for all – it is as needed, just like the Marcos Golden Era.




Verification is Crucial

A congressman can identify P100 million worth of projects but he may be rejected. Another one identifies projects which are worthwhile, that are consistent with the desire of the President for the development of the countryside, we will of course consider,” Diokno added
