Mayor Abby Binay restructures Makati public offices for more efficient public service

Mayor Abby Binay has directed the HRDO and other concerned offices of the city government to review the city government’s current organizational structure and institute needed reforms to “promote a higher level of professionalism and competence in the workforce.” “The end-goal is to make the city government more responsive, more efficient and more effective in providing public service,” Binay said.

Comelec Resolution 10030 issued last December promulgates the prohibition against appointment or hiring of new employees; creation or filling up of positions; giving salary increases; transfer or detail of civil service employees; and suspension of elective local officials in connection with the May 9, 2016 national and local elections.

Under the Omnibus Election Code of the Philippines, the said prohibition takes effect 45 days before a regular election and 30 days before a special election, except upon prior authority of the CSC. However, “the Commission shall not grant the authority sought, unless it is satisfied that the position to be filled is essential to the proper function of the office or agency concerned, and that the position shall not be filled in a manner that may influence the election. Meanwhile, Section 6 of the resolution imposes a total ban on promotion, salary increases, grant of privileges from March 25, 2016 to May 8, 2016.
