The NBI takes this Facebook threat from an alleged Robredo supporter seriously to plant bombs in Luneta during the April 2, 2017: “Palit-Bise” or Swap VP protest. This unlawful warning was seen in a fake account of Lyn Ouvrier that is traced back to the account of Willyn Trabajador who is traced as the owner of thecontemptible.com website that highlights Muslim or Islam views or events:

Judging from this website: https://thecontemptible.com/ Trabajador is really into terrorism if the trace-back is right. This is why all the information gathered are already provided to the NBI. The village where she lives is already identified. Only the specific address is not known at this time of writing.

DECLARING AS UNLAWFUL THE MALICIOUS DISSEMINATION OF FALSE INFORMATION OR THE WILLFUL MAKING OF ANY THREAT CONCERNING BOMBS, EXPLOSIVES OR ANY SIMILAR DEVICE OR MEANS OF DESTRUCTION AND IMPOSING PENALTIES THEREFOR.
WHEREAS, in the wake of recent bombings, arsons, and other terroristic acts committed by radicals and other lawless elements in the country, such radical and lawless elements, and other persons popularly known or described as “pranksters”, have been conveying, propagating or otherwise disseminating false information or willfully making threats regarding the alleged presence of bombs, explosives, incendiary devices, or any similar device or means of destruction in buildings, tenements, and other places, by word of mouth or through the use of telephones, telegraph, the mail, and other means of communication, for the purpose of causing or creating public confusion and disorder; http://www.gov.ph/1980/10/08/presidential-decree-no-1727-s-1980/
The threat might just be a tactic to scare the pro-administration supporters not to participate in the April 2 Swap VP rally at the Luneta. However, under the law, it is still illegal to make false claims when it comes to such bomb threats. Trabajador can land in jail for that. This is a proof that there are indeed limits on Freedom of Speech and Democracy.
Not Human Rights
It is clear that Trabajador does not have the right to instill fear into the Luneta protesters. In fact, she can be considered as terrorist or destabilizer. Erwin Tulfo criticizes Trabajador and her act through his radio program.
