Filipinos must wake up to the fact that every Filipino family has at least one drug dependent member. It might not be from the direct family but for sure in the extended family. Vicente “Tito” Sotto III is the founder of the Anti Drug Council that released this study in the past but did not get any warm reaction until Duterte staged tough warnings against illegal drugs operators in his bid to fulfill the questionable 3 to 6 months drug problem-free promise to the verge of resorting to unlawful killings.
Last June Senator Sotto proposed an amendatory bill that seeks to upgrade the Philippine Drug Enforcement Agency (PDEA) into a “super body” which will be named Presidential Drug Enforcement Authority following Duterte’s prioritizing illegal drugs crackdown. However, even before President Rodrigo Duterte ws inaugurated, he already launched the “shoot to kill” campaign for those who endanger the lives of arresting police officers.
Sotto’s recommendation follows four approaches which are enforcement, prosecution, prevention or preventive education, and rehabilitation. Sotto was confident that this formula will be effective as per the experience of the United States Drug Enforcement Administration – but to no avail.
